Founded in 1888, University Puget Sound is a residential, national liberal arts college in Tacoma’s North End neighborhood, with approximately 2,550 undergraduate students and 220 graduate students. Students come from 47 states and 12 countries and choose from over 50 programs and 1,200 courses. The Puget Sound experience is focused on the reciprocal nature of teaching and learning, with an emphasis on interdisciplinary and experiential learning. The student-to-faculty ratio is 11:1. Puget Sound has made significant investments in technology over many years to meet educational, administrative and residential needs. The university utilizes Moodle as its learning management system and has more than 100 e-classrooms and several computer labs. It utilizes PeopleSoft as its enterprise administrative and student information system and recently implemented an industry-leading integrated portal tailored for primary user groups. A number of best of breed software solutions are in place for specialized functions, several in the cloud. Microsoft Office Suite and Exchange provide office software, email, calendaring, and collaboration tools. Wired and wireless network connectivity is available in all buildings. A secure virtual desktop environment provides anytime, anywhere access to software and data. Nearly all servers on campus are virtualized. The telephony system is voice over IP. The centralized Technology Services team offers a wide range of support and services for faculty, students, and staff. A number of functional areas have developed technology expertise to provide a level of localized support. Much has been accomplished and many interesting projects are on the horizon.

Position Summary:

Reporting to the Chief Information Officer (CIO), the Deputy Chief Information Officer for Enterprise Information Services and Network and Server Systems (Deputy CIO) provides strategic leadership, operational management, and budget oversight for numerous areas of campus-wide technology as part of the overall Technology Services (TS) unit.  These campus-wide service areas include enterprise systems, administrative applications, networking, telecommunication, web, servers, and network and data security.

As a member of the CIO’s senior staff, the Deputy CIO participates in the development of strategies, decisions, and resource allocations to achieve the objectives and goals of TS in support of the University’s mission. In consultation with the CIO, the Deputy CIO sets policies and procedures for carrying out projects and assigned work. The Deputy CIO oversees and coordinates with TS staff and other campus stakeholders and develops teams within and across groups to plan, develop, coordinate, and execute strategies. S/he guides, monitors and reports on progress. The Deputy CIO meets with faculty, staff, and students on programs and projects, prepares analyses and reports, and makes presentations to constituent groups, stakeholders, advisory committees and others. The Deputy CIO is responsible for managing relationships with vendors, including contract review and compliance and associated payment approvals. The Deputy CIO communicates information and represents the TS department in various meetings, committee assignments, and higher education and IT conferences as needed.

Key Responsibilities

  • Assists the Chief Information Officer (CIO) in the strategic planning, management, and direction of IT programs, services, and policies.
  • Directs and manages the day-to-day operations of the Enterprise Information Services and Network and Server Systems
  • Supervises a staff of approximately 15.  Mentors and provides feedback to staff regarding expectations, performance, and professional development.
  • Understands the needs of multiple stakeholders and balances fulfillment of those needs with considerations of broader university objectives and limited resources. Serves as an effective facilitator and consensus builder with multiple stakeholders of diverse views and needs.
  • Provides leadership in evaluating complex technology strategies and developing strategic approaches that maximize university resources while bringing the best results.
  • Identifies information technology issues and opportunities, analyzes problems and alternatives and develops sound conclusions and recommendations.
  • Sets priorities and allocates resources to meet customer needs in a timely, effective manner.
  • Develops and maintains best practices and standards in process, design, architecture, and operations of all aspects of information technology delivery.
  • Oversees an effective information security plan for the campus.
  • Follows regulatory guidelines (FERPA, HIPPA, etc.) for privacy/security.
  • Leads technology continuity of operations and disaster recovery planning efforts for critical campus systems.
  • Responds quickly and effectively to changing circumstances.
  • Represents TS on information technology planning and operational task forces and committees as appropriate.

Supervisory Responsibilities

  • Attracts, develops, mentors, motivates and evaluates staff to ensure a strong team that achieves high levels of performance.

Budget Responsibilities

  • Identifies resource needs, develops responsible resource allocations within approved budget levels, and monitors spending activity to ensure that actual expenditures do not exceed budget.

Qualifications & Personal Qualities:

The successful candidate will have at least ten (10) years progressive IT management experience, including successful and increasingly complex experience with leadership, management and budget oversight, with at least five (5) years experience in leading large software development, network, or server teams within a complex environment. Leadership experience within higher education, ideally in a liberal arts institution is highly desirable.

  • Experience with principles, practices, methods and techniques applicable to long-range and strategic technology planning.
  • Experience, expertise and currency with best practices in IT strategies, policies, security, project management, portfolio management, and budget management.
  • Extensive experience and proven track record in the development and support of enterprise application services.
  • Knowledge of current technologies, architectures, development and support processes, and project delivery methodologies.
  • Strong customer service orientation with demonstrated ability to successfully develop and manage a highly functioning and diverse team, including hiring, supervision, mentoring, and performance management.
  • Exceptional communication and interpersonal skills including: coaching, facilitation, influencing, negotiation, listening, writing, and change management.
  • Skilled at contract management and negotiation and the management of software and hardware vendors.
  • Demonstrated ability to act as trusted advisor at the most senior levels in an organization with the ability to represent the CIO when required.
  • A Bachelor’s degree is required. A degree in Computer Science, Business Management or related field, and/or advanced degree is highly desired.
  • Project management certification is highly preferred.
